After decades of ex­plo­sive growth, Austin, Texas, in the 2010s was a vic­tim of its own suc­cess. Lured by high-tech jobs and the city’s hip rep­u­ta­tion, too many peo­ple were com­pet­ing for too few homes. From 2010 to 2019, rents in Austin in­creased nearly 93%—more than in any other ma­jor American city. And home sale prices in­creased 82%, more than in any other metro area in Texas.

But start­ing in 2015, Austin in­sti­tuted an ar­ray of pol­icy re­forms aimed at en­cour­ag­ing the de­vel­op­ment of new hous­ing, es­pe­cially rentals. The city changed zon­ing reg­u­la­tions to al­low con­struc­tion of large apart­ment build­ings, par­tic­u­larly near jobs and tran­sit. In 2018, vot­ers ap­proved a $250 mil­lion bond mea­sure to build and re­pair af­ford­able hous­ing. Permitting processes were re­formed to speed de­vel­op­ment and re­duce costs.

The ef­forts worked. From 2015 to 2024, Austin added 120,000 units to its hous­ing stock—an in­crease of 30%, more than three times the over­all rate of growth in the United States (9%).

Rents fell. In December 2021, Austin’s me­dian rent was $1,546, near its high­est level ever and 15% higher than the U. S. me­dian ($1,346). By January 2026, Austin’s me­dian rent had fallen to $1,296, 4% lower than that of the U.S. over­all ($1,353). This de­cline oc­curred even though the city pop­u­la­tion grew by 18,000 res­i­dents from 2022 to 2024. In apart­ment build­ings with 50 or more units, rents fell 7% from 2023 to 2024 alone—the steep­est de­cline recorded in any large met­ro­pol­i­tan area. Rents de­clined about 11% in older non-lux­ury build­ings that cater to lower-in­come renters, known as Class C build­ings.

Austin’s suc­cess serves as an im­por­tant ex­am­ple of how reg­u­la­tory bar­ri­ers to build­ing more hous­ing are of­ten var­ied and in­ter­con­nected. No sin­gle so­lu­tion can solve a hous­ing short­age, but Austin has taken mul­ti­ple steps that have helped to un­lock large amounts of hous­ing sup­ply in its mar­ket and re­verse rent growth, in­clud­ing rent for ten­ants of lower-cost, older apart­ments. The city con­tin­ues to take for­ward-look­ing steps—among them re­form­ing build­ing codes, stream­lin­ing per­mit­ting, and fa­cil­i­tat­ing the con­struc­tion of small apart­ment build­ings—to re­duce hous­ing un­der­pro­duc­tion and im­prove af­ford­abil­ity for ex­ist­ing and fu­ture res­i­dents.

Over the past two decades, Austin has made myr­iad changes de­signed to en­cour­age more hous­ing. These in­clude open­ing more ar­eas to more types of homes, such as mixed-use build­ings and ac­ces­sory dwelling units (ADUs)—small homes usu­ally lo­cated in a base­ment, back­yard, or garage—as well as al­low­ing taller build­ings with more units and re­duc­ing park­ing re­quire­ments in cer­tain neigh­bor­hoods. The re­forms in­clude:

* Mixed use. In 2007, the city cre­ated a new zon­ing cat­e­gory, Vertical Mixed Use (VMU), which re­laxed man­dates for pro­jects that met re­quire­ments re­lated to build­ing-de­sign qual­ity, eco-friend­li­ness, and other fea­tures that the city wanted to in­cor­po­rate. VMU zon­ing in­cen­tivized con­struc­tion by al­low­ing more units per site and re­duc­ing min­i­mum park­ing re­quire­ments by 60%. As of February 2024, more than 17,600 units ei­ther were built or were in the process of be­ing built in VMU-zoned ar­eas. Both mar­ket-rate and in­come-re­stricted homes are al­lowed un­der VMU; most of those built were mar­ket rate.

* Targeted re­zon­ing. The city strate­gi­cally mod­i­fied zon­ing rules in cer­tain neigh­bor­hoods and sites tar­geted for growth. These ar­eas, in­clud­ing down­town Austin and neigh­bor­hoods near the University of Texas at Austin, have added sub­stan­tial num­bers of units through den­sity bonus pro­grams, which in­crease max­i­mum build­ing heights if de­vel­op­ments in­clude in­come-re­stricted units. These pro­grams, adopted over the past two decades, have added more mar­ket-rate and af­ford­able homes.

* ADUs. In 2015, the city amended its land de­vel­op­ment code to ease reg­u­la­tions for ADUs by re­duc­ing the min­i­mum lot size from 7,000 to 5,750 square feet, re­mov­ing the re­quire­ment for a sec­ond dri­ve­way, and re­duc­ing the num­ber of re­quired park­ing spaces from two to one. Because of these changes, ADUs, which pre­vi­ously were al­lowed on only a mi­nor­ity of sin­gle-fam­ily lots, are now per­mit­ted on the vast ma­jor­ity of them. From 2015 to 2024, Austin per­mit­ted 2,850 new ADUs, or more than 250 an­nu­ally—nearly four times the rate of new ADU per­mits from 2010 to 2014.

* Parking. In 2023, Austin re­moved min­i­mum park­ing re­quire­ments for nearly every kind of prop­erty city­wide. Austin re­mains the largest city in the coun­try to en­act this change.

A key piece of Austin’s strat­egy has been to en­cour­age the con­struc­tion of af­ford­able hous­ing. The city pur­sued this goal through den­sity bonuses—al­low­ing taller build­ings with more units when they in­clude in­come-re­stricted units—and bond levies to build more af­ford­able homes. In 2018, for ex­am­ple, city vot­ers ap­proved a $250 mil­lion bond mea­sure to sup­port the con­struc­tion of af­ford­able hous­ing. A year later, the City Council ap­proved a pro­gram called Affordability Unlocked that eased build­ing height and unit num­ber re­stric­tions, park­ing re­quire­ments, and other de­vel­op­ment reg­u­la­tions for pro­jects in which at least 50% of units are in­come-re­stricted.

Austin’s com­mit­ment to sub­si­diz­ing af­ford­able hous­ing de­vel­op­ment al­lowed the city to lead the coun­try in af­ford­able hous­ing con­struc­tion in 2024. Austin has im­ple­mented sev­eral poli­cies in re­cent years that fa­cil­i­tated the build­ing of 4,605 af­ford­able hous­ing units, more than dou­ble the num­ber built in 2023. The poli­cies in­cluded:

Austin city and met­ro­pol­i­tan-area con­struc­tion has surged since 2015, help­ing to make the Texas cap­i­tal one of the only ma­jor cities where rent has fallen since the pan­demic. Asking rents de­creased 4% in both the city and the sur­round­ing sub­urbs from 2021 to 2025. (See Figure 1.) In real terms, in­fla­tion-ad­justed rents in the city of Austin fell 19% from the 2021 av­er­age to the 2025 av­er­age. This trend con­trasts fa­vor­ably with the na­tional rent growth of 10% and the 6% in­crease in high-growth Texas.

In Austin and its met­ro­pol­i­tan area, rents in large apart­ment build­ings de­creased by 7% from 2023 to 2024—the great­est drop in any U. S. met­ro­pol­i­tan area. This de­crease was most pro­nounced (-11.4%) in Class C build­ings, the older, non-lux­ury struc­tures that of­fer af­ford­abil­ity for renters at the lower end of the in­come spec­trum. In Class A build­ings, which are newer and more high-end, rents fell only 2.6%.

These de­creases in rent have led to real im­prove­ments in af­ford­abil­ity for Austin renters. In 2017, the city’s me­dian rent for a one-bed­room unit was af­ford­able to a sin­gle-per­son house­hold earn­ing 95% of the area me­dian in­come (AMI). Seven years later, that num­ber had de­clined to 84%. (See Figure 2.)

Austin added 120,000 new homes from 2015 to 2024 by en­cour­ag­ing a va­ri­ety of home types through­out the city. (See Figure 3.) Large apart­ment build­ings ac­count for al­most half of the new units, while one-third were new sin­gle-fam­ily homes or town­homes. Construction of 2,850 ADUs ac­counted for a mean­ing­ful share (7%) of Austin’s new de­tached and at­tached sin­gle-fam­ily homes and town­homes. Austin’s sub­urbs have also grown, adding 214,000 new units from 2015 to 2024, but with a dif­fer­ent type of hous­ing: 77% were sin­gle-fam­ily homes or town­homes.

Austin’s re­cent em­brace of apart­ments has been so suc­cess­ful that it has shifted the hous­ing ty­pol­ogy of the city. In 2024, less than half of the hous­ing units in Austin were sin­gle-fam­ily homes or town­homes, in con­trast to 71% of U. S. hous­ing and 80% in Austin’s sub­urbs. From 2021 to 2023, builders in Austin av­er­aged per­mits for 957 apart­ments for every 100,000 res­i­dents, out­pac­ing all neigh­bor­ing re­gions. For com­par­i­son, the area in Texas with the sec­ond-high­est pro­duc­tion of per­mits—San Antonio—averaged only 346 apart­ments per 100,000 res­i­dents in the same pe­riod.

Despite this growth, the need for ad­di­tional hous­ing re­mains. Up for Growth, a hous­ing eq­uity ad­vo­cacy or­ga­ni­za­tion, es­ti­mated that the Austin met­ro­pol­i­tan area had an un­der­pro­duc­tion of more than 23,000 units in 2022. Housing gaps for lower-in­come city res­i­dents, es­pe­cially those look­ing to buy a house, are even greater. One city-com­mis­sioned study in 2014 found a gap of 48,000 rental units for would-be home­own­ers mak­ing less than $25,000 (around 30% of the lo­cal AMI). Austin’s con­tin­ued de­mand for hous­ing and a slow­down in apart­ment com­ple­tions may see rents trend up­ward again. Austin has looked at ad­di­tional re­forms to con­tinue the pace of adding new hous­ing that’s af­ford­able to dif­fer­ent in­come groups, and of stream­lin­ing the process to ap­prove and per­mit new homes.

Austin re­cently has pur­sued ad­di­tional for­ward-look­ing re­forms to sim­plify build­ing per­mit­ting, amend build­ing codes, and pro­vide an even greater va­ri­ety of home types. The re­forms in­clude:

Plexes, ADUs, and build­ing ren­o­va­tions. The HOME ini­tia­tive passed in two phases, one in 2023 and the other in 2024, has made it eas­ier to build du­plexes, triplexes, and ADUs and has sim­pli­fied build­ing ren­o­va­tions. The re­form also sim­pli­fied reg­u­la­tions for two-to-three-unit build­ings. It has re­moved some ADU di­men­sional re­quire­ments, in­clud­ing max­i­mum size. Renovations may in­crease the num­ber of units in ex­ist­ing build­ings through a preser­va­tion or sus­tain­abil­ity bonus if the ren­o­va­tion main­tains at least half of the ex­ist­ing build­ing and the en­tire street-fac­ing fa­cade.

Lot size min­i­mums. The HOME ini­tia­tive has also eased min­i­mum lot size and width re­quire­ments. Austin’s min­i­mum lot size re­duc­tion from 5,750 square feet to 1,800 square feet fol­lowed a sim­i­lar re­form in Houston that led to a wave of small-lot homes that cost less than other sin­gle-fam­ily de­tached homes.

Height flex­i­bil­ity near sin­gle-fam­ily homes. In 2024, Austin re­vised com­pat­i­bil­ity stan­dards, a zon­ing reg­u­la­tion that lim­its the height of build­ings near sin­gle-fam­ily homes, re­duc­ing com­pat­i­bil­ity en­force­ment zones from within 540 feet of sin­gle-fam­ily homes to within 75 feet to al­low more height flex­i­bil­ity. Also in 2024, Austin ex­empted lower-intensity mul­ti­fam­ily” zones, a land use des­ig­na­tion that al­lows for missing mid­dle” homes like du­plexes and triplexes, from com­pat­i­bil­ity stan­dards.

Permitting: Austin has pur­sued per­mit­ting re­form to speed up the build­ing process. The city en­acted its Site Plan Lite and Infill Plats ini­tia­tives to re­move im­ped­i­ments to build­ing small-scale hous­ing. Phase One of Site Plan Lite, ini­ti­ated in July 2023, ex­tended a site plan ex­emp­tion for three-to-four-unit pro­jects. Phase Two, passed in 2025, sim­pli­fied reg­u­la­tions for cer­tain res­i­den­tial de­vel­op­ments of five to 16 units.

In 2023, Austin also im­ple­mented an ex­pe­dited build­ing plan re­view pro­gram, for which most res­i­den­tial pro­jects are el­i­gi­ble. This con­certed ef­fort to sim­plify zon­ing has helped the city to speed up per­mit­ting. From 2023 to 2024, the city re­duced site plan re­view times and fol­low-up turn­around times by more than half. This im­prove­ment was sus­tained through 2025, as re­flected in city per­for­mance met­rics. In 2025 as part of this pro­gram, Austin also pi­loted an AI precheck tool, a joint pro­ject with Archistar that seeks to pro­vide feed­back and high­light po­ten­tial prob­lems with plan ap­pli­ca­tions within one busi­ness day. The city ex­pects the tool to halve the to­tal time of the re­view process.

Single-stairway midrise apart­ments. Austin also passed a sin­gle-stair or­di­nance in 2025 for apart­ment build­ings up to five sto­ries, al­low­ing build­ings with no more than 20 units above grade to have one stair­way, which re­duces con­struc­tion costs and al­lows build­ings to fit on small, un­der­used lots or above in­di­vid­ual stores or restau­rants.

Austin’s rapid growth and es­ca­lat­ing hous­ing costs in the 2010s led lo­cal of­fi­cials and stake­hold­ers to act de­ci­sively to re­move bar­ri­ers to adding homes. These ac­tions, com­bined with enor­mous de­mand for hous­ing, kicked off a long-run­ning build­ing boom. Proactive city poli­cies have al­lowed de­vel­op­ment in neigh­bor­hoods of all in­come lev­els and have ben­e­fited house­holds with the great­est af­ford­abil­ity strug­gles. The poli­cies:

* Welcome apart­ment build­ings. Code re­form and zon­ing re­form, in­clud­ing re­duc­ing and then elim­i­nat­ing park­ing man­dates, en­abled de­vel­op­ment of smaller and larger apart­ment build­ings.

* Focus on af­ford­abil­ity. Density bonuses, hous­ing bonds, and reg­u­la­tory re­lief for build­ings with in­come-re­stricted units spurred more hous­ing de­vel­op­ment.

* Make the de­vel­op­ment process eas­ier. Streamlined per­mit­ting and site plan re­view re­duced de­lays for all new hous­ing de­vel­op­ments.

* Encourage starter homes. Reducing lot-size min­i­mums, al­low­ing ADUs, and al­low­ing du­plexes and triplexes pro­vided hous­ing choices across neigh­bor­hoods.

A com­bi­na­tion of strong de­mand and proac­tive pol­icy changes spurred Austin’s hous­ing sup­ply surge, ben­e­fit­ing its res­i­dents, who saw the steep­est rent de­clines of any large U. S. city from 2021 to 2026.

Federal Cyber Experts Thought Microsoft’s Cloud Was “a Pile of Shit.” They Approved It Anyway.

In late 2024, the fed­eral gov­ern­men­t’s cy­ber­se­cu­rity eval­u­a­tors ren­dered a trou­bling ver­dict on one of Microsoft’s biggest cloud com­put­ing of­fer­ings.

The tech gi­ant’s lack of proper de­tailed se­cu­rity doc­u­men­ta­tion” left re­view­ers with a lack of con­fi­dence in as­sess­ing the sys­tem’s over­all se­cu­rity pos­ture,” ac­cord­ing to an in­ter­nal gov­ern­ment re­port re­viewed by ProPublica.

Or, as one mem­ber of the team put it: The pack­age is a pile of shit.”

For years, re­view­ers said, Microsoft had tried and failed to fully ex­plain how it pro­tects sen­si­tive in­for­ma­tion in the cloud as it hops from server to server across the dig­i­tal ter­rain. Given that and other un­knowns, gov­ern­ment ex­perts could­n’t vouch for the tech­nol­o­gy’s se­cu­rity.

Such judg­ments would be damn­ing for any com­pany seek­ing to sell its wares to the U. S. gov­ern­ment, but it should have been par­tic­u­larly dev­as­tat­ing for Microsoft. The tech gi­ant’s prod­ucts had been at the heart of two ma­jor cy­ber­se­cu­rity at­tacks against the U.S. in three years. In one, Russian hack­ers ex­ploited a weak­ness to steal sen­si­tive data from a num­ber of fed­eral agen­cies, in­clud­ing the National Nuclear Security Administration. In the other, Chinese hack­ers in­fil­trated the email ac­counts of a Cabinet mem­ber and other se­nior gov­ern­ment of­fi­cials.

The fed­eral gov­ern­ment could be fur­ther ex­posed if it could­n’t ver­ify the cy­ber­se­cu­rity of Microsoft’s Government Community Cloud High, a suite of cloud-based ser­vices in­tended to safe­guard some of the na­tion’s most sen­si­tive in­for­ma­tion.

Yet, in a highly un­usual move that still re­ver­ber­ates across Washington, the Federal Risk and Authorization Management Program, or FedRAMP, au­tho­rized the prod­uct any­way, be­stow­ing what amounts to the fed­eral gov­ern­men­t’s cy­ber­se­cu­rity seal of ap­proval. FedRAMP’s rul­ing — which in­cluded a kind of buyer be­ware” no­tice to any fed­eral agency con­sid­er­ing GCC High — helped Microsoft ex­pand a gov­ern­ment busi­ness em­pire worth bil­lions of dol­lars.

BOOM SHAKA LAKA,” Richard Wakeman, one of the com­pa­ny’s chief se­cu­rity ar­chi­tects, boasted in an on­line fo­rum, cel­e­brat­ing the mile­stone with a meme of Leonardo DiCaprio in The Wolf of Wall Street.” Wakeman did not re­spond to re­quests for com­ment.

It was not the type of out­come that fed­eral pol­i­cy­mak­ers en­vi­sioned a decade and a half ago when they em­braced the cloud rev­o­lu­tion and cre­ated FedRAMP to help safe­guard the gov­ern­men­t’s cy­ber­se­cu­rity. The pro­gram’s lay­ers of re­view, which in­cluded an as­sess­ment by out­side ex­perts, were sup­posed to en­sure that ser­vice providers like Microsoft could be en­trusted with the gov­ern­men­t’s se­crets. But ProPublica’s in­ves­ti­ga­tion — drawn from in­ter­nal FedRAMP memos, logs, emails, meet­ing min­utes, and in­ter­views with seven for­mer and cur­rent gov­ern­ment em­ploy­ees and con­trac­tors — found break­downs at every junc­ture of that process. It also found a re­mark­able def­er­ence to Microsoft, even as the com­pa­ny’s prod­ucts and prac­tices were cen­tral to two of the most dam­ag­ing cy­ber­at­tacks ever car­ried out against the gov­ern­ment.

FedRAMP first raised ques­tions about GCC High’s se­cu­rity in 2020 and asked Microsoft to pro­vide de­tailed di­a­grams ex­plain­ing its en­cryp­tion prac­tices. But when the com­pany pro­duced what FedRAMP con­sid­ered to be only par­tial in­for­ma­tion in fits and starts, pro­gram of­fi­cials did not re­ject Microsoft’s ap­pli­ca­tion. Instead, they re­peat­edly pulled punches and al­lowed the re­view to drag out for the bet­ter part of five years. And be­cause fed­eral agen­cies were al­lowed to de­ploy the prod­uct dur­ing the re­view, GCC High spread across the gov­ern­ment as well as the de­fense in­dus­try. By late 2024, FedRAMP re­view­ers con­cluded that they had lit­tle choice but to au­tho­rize the tech­nol­ogy — not be­cause their ques­tions had been an­swered or their re­view was com­plete, but largely on the grounds that Microsoft’s prod­uct was al­ready be­ing used across Washington.

Today, key parts of the fed­eral gov­ern­ment, in­clud­ing the Justice and Energy de­part­ments, and the de­fense sec­tor rely on this tech­nol­ogy to pro­tect highly sen­si­tive in­for­ma­tion that, if leaked, could be ex­pected to have a se­vere or cat­a­strophic ad­verse ef­fect” on op­er­a­tions, as­sets and in­di­vid­u­als, the gov­ern­ment has said.

This is not a happy story in terms of the se­cu­rity of the U. S.,” said Tony Sager, who spent more than three decades as a com­puter sci­en­tist at the National Security Agency and now is an ex­ec­u­tive at the non­profit Center for Internet Security.

For years, the FedRAMP process has been equated with ac­tual se­cu­rity, Sager said. ProPublica’s find­ings, he said, shat­ter that fa­cade.

This is not se­cu­rity,” he said. This is se­cu­rity the­ater.”

ProPublica is ex­pos­ing the gov­ern­men­t’s reser­va­tions about this pop­u­lar prod­uct for the first time. We are also re­veal­ing Microsoft’s years­long in­abil­ity to pro­vide the en­cryp­tion doc­u­men­ta­tion and ev­i­dence the fed­eral re­view­ers sought.

The rev­e­la­tions come as the Justice Department ramps up scrutiny of the gov­ern­men­t’s tech­nol­ogy con­trac­tors. In December, the de­part­ment an­nounced the in­dict­ment of a for­mer em­ployee of Accenture who al­legedly mis­led fed­eral agen­cies about the se­cu­rity of the com­pa­ny’s cloud plat­form and its com­pli­ance with FedRAMP’s stan­dards. She has pleaded not guilty. Accenture, which was not charged with wrong­do­ing, has said that it proactively brought this mat­ter to the gov­ern­men­t’s at­ten­tion” and that it is dedicated to op­er­at­ing with the high­est eth­i­cal stan­dards.”

Microsoft has also faced ques­tions about its dis­clo­sures to the gov­ern­ment. As ProPublica re­ported last year, the com­pany failed to in­form the Defense Department about its use of China-based en­gi­neers to main­tain the gov­ern­men­t’s cloud sys­tems, de­spite Pentagon rules stip­u­lat­ing that No Foreign per­sons may have” ac­cess to its most sen­si­tive data. The de­part­ment is in­ves­ti­gat­ing the prac­tice, which of­fi­cials say could have com­pro­mised na­tional se­cu­rity.

Microsoft has de­fended its pro­gram as tightly mon­i­tored and sup­ple­mented by lay­ers of se­cu­rity mit­i­ga­tions,” but af­ter ProPublica’s story pub­lished last July, the com­pany an­nounced that it would stop us­ing China-based en­gi­neers for Defense Department work.

In re­sponse to writ­ten ques­tions for this story and in an in­ter­view, Microsoft ac­knowl­edged the years­long con­fronta­tion with FedRAMP but also said it pro­vided comprehensive doc­u­men­ta­tion” through­out the re­view process and remediated find­ings where pos­si­ble.”

We stand by our prod­ucts and the com­pre­hen­sive steps we’ve taken to en­sure all FedRAMP-authorized prod­ucts meet the se­cu­rity and com­pli­ance re­quire­ments nec­es­sary,” a spokesper­son said in a state­ment, adding that the com­pany would continue to work with FedRAMP to con­tin­u­ously re­view and eval­u­ate our ser­vices for con­tin­ued com­pli­ance.”

But these days, ProPublica found, there aren’t many peo­ple left at FedRAMP to work with.

The pro­gram was an early tar­get of the Trump ad­min­is­tra­tion’s Department of Government Efficiency, which slashed its staff and bud­get. Even FedRAMP ac­knowl­edges it is op­er­at­ing with an ab­solute min­i­mum of sup­port staff” and limited cus­tomer ser­vice.” The roughly two dozen em­ploy­ees who re­main are entirely fo­cused on” de­liv­er­ing au­tho­riza­tions at a record pace, FedRAMP’s di­rec­tor has said. Today, its an­nual bud­get is just $10 mil­lion, its low­est in a decade, even as it has boasted record num­bers of new au­tho­riza­tions for cloud prod­ucts.

The con­se­quence of all this, peo­ple who have worked for FedRAMP told ProPublica, is that the pro­gram now is lit­tle more than a rub­ber stamp for in­dus­try. The im­pli­ca­tions of such a down­siz­ing for fed­eral cy­ber­se­cu­rity are far-reach­ing, es­pe­cially as the ad­min­is­tra­tion en­cour­ages agen­cies to adopt cloud-based ar­ti­fi­cial in­tel­li­gence tools, which draw upon reams of sen­si­tive in­for­ma­tion.

The General Services Administration, which houses FedRAMP, de­fended the pro­gram, say­ing it has un­der­gone significant re­forms to strengthen gov­er­nance” since GCC High ar­rived in 2020. FedRAMP’s role is to as­sess if cloud ser­vices have pro­vided suf­fi­cient in­for­ma­tion and ma­te­ri­als to be ad­e­quate for agency use, and the pro­gram to­day op­er­ates with strength­ened over­sight and ac­count­abil­ity mech­a­nisms to do ex­actly that,” a GSA spokesper­son said in an emailed state­ment.

The agency did not re­spond to writ­ten ques­tions re­gard­ing GCC High.

About two decades ago, fed­eral of­fi­cials pre­dicted that the cloud rev­o­lu­tion, pro­vid­ing on-de­mand ac­cess to shared com­put­ing via the in­ter­net, would usher in an era of cheaper, more se­cure and more ef­fi­cient in­for­ma­tion tech­nol­ogy.

Moving to the cloud meant shift­ing away from on-premises servers owned and op­er­ated by the gov­ern­ment to those in mas­sive data cen­ters main­tained by tech com­pa­nies. Some agency lead­ers were re­luc­tant to re­lin­quish con­trol, while oth­ers could­n’t wait to.

In an ef­fort to ac­cel­er­ate the tran­si­tion, the Obama ad­min­is­tra­tion is­sued its Cloud First” pol­icy in 2011, re­quir­ing all agen­cies to im­ple­ment cloud-based tools whenever a se­cure, re­li­able, cost-ef­fec­tive” op­tion ex­isted. To fa­cil­i­tate adop­tion, the ad­min­is­tra­tion cre­ated FedRAMP, whose job was to en­sure the se­cu­rity of those tools.

FedRAMP’s do once, use many times” sys­tem was in­tended to stream­line and strengthen the gov­ern­ment pro­cure­ment process. Previously, each agency us­ing a cloud ser­vice vet­ted it sep­a­rately, some­times ap­ply­ing dif­fer­ent in­ter­pre­ta­tions of fed­eral se­cu­rity re­quire­ments. Under the new pro­gram, agen­cies would be able to skip re­dun­dant se­cu­rity re­views be­cause FedRAMP au­tho­riza­tion in­di­cated that the prod­uct had al­ready met stan­dard­ized re­quire­ments. Authorized prod­ucts would be listed on a gov­ern­ment web­site known as the FedRAMP Marketplace.

On pa­per, the pro­gram was an ex­er­cise in ef­fi­ciency. But in prac­tice, the small FedRAMP team could not keep up with the flood of de­mand from tech com­pa­nies that wanted their prod­ucts au­tho­rized.

The slow ap­proval process frus­trated both the tech in­dus­try, ea­ger for a share in the bil­lions of fed­eral dol­lars up for grabs, and gov­ern­ment agen­cies that were un­der pres­sure to mi­grate to the cloud. These dy­nam­ics some­times pit­ted the cloud in­dus­try and agency of­fi­cials to­gether against FedRAMP. The back­log also prompted many agen­cies to take an al­ter­na­tive path: per­form­ing their own re­views of the prod­ucts they wanted to adopt, us­ing FedRAMP’s stan­dards.

It was through this agency path” that GCC High en­tered the fed­eral blood­stream, with the Justice Department paving the way. Initially, some Justice of­fi­cials were ner­vous about the cloud and who might have ac­cess to its in­for­ma­tion, which in­cludes highly sen­si­tive court and law en­force­ment records, a Justice Department of­fi­cial in­volved in the de­ci­sion told ProPublica. The de­part­men­t’s cy­ber­se­cu­rity pro­gram re­quired it to en­sure that only U. S. cit­i­zens access or as­sist in the de­vel­op­ment, op­er­a­tion, man­age­ment, or main­te­nance” of its IT sys­tems, un­less a waiver was granted. Justice’s IT spe­cial­ists rec­om­mended pur­su­ing GCC High, be­liev­ing it could meet the el­e­vated se­cu­rity needs, ac­cord­ing to the of­fi­cial, who spoke on con­di­tion of anonymity be­cause they were not au­tho­rized to dis­cuss in­ter­nal mat­ters.

Pursuant to FedRAMP’s rules, Microsoft had GCC High eval­u­ated by a so-called third-party as­sess­ment or­ga­ni­za­tion, which is sup­posed to pro­vide an in­de­pen­dent re­view of whether the prod­uct has met fed­eral stan­dards. The Justice Department then per­formed its own eval­u­a­tion of GCC High us­ing those stan­dards and ruled the of­fer­ing ac­cept­able.

By early 2020, Melinda Rogers, Justice’s deputy chief in­for­ma­tion of­fi­cer, made the de­ci­sion of­fi­cial and soon de­ployed GCC High across the de­part­ment.

It was a mile­stone for all in­volved. Rogers had ush­ered the Justice Department into the cloud, and Microsoft had gained a sig­nif­i­cant foothold in the cut­throat mar­ket for the fed­eral gov­ern­men­t’s cloud com­put­ing busi­ness.

Moreover, Rogers’ de­ci­sion placed GCC High on the FedRAMP Marketplace, the gov­ern­men­t’s in­flu­en­tial on­line clear­ing­house of all the cloud providers that are un­der re­view or al­ready au­tho­rized. Its mere men­tion as in process” was a boon for Microsoft, amount­ing to free ad­ver­tis­ing on a web­site used by or­ga­ni­za­tions seek­ing to pur­chase cloud ser­vices bear­ing what is widely seen as the gov­ern­men­t’s cy­ber­se­cu­rity seal of ap­proval.

That April, GCC High landed at FedRAMP’s of­fice for re­view, the fi­nal stop on its bu­reau­cratic jour­ney to full au­tho­riza­tion.

In the­ory, there should­n’t have been much for FedRAMP’s team to do af­ter the third-party as­ses­sor and Justice re­viewed GCC High, be­cause all par­ties were sup­posed to be fol­low­ing the same re­quire­ments.

But it was around this time that the Government Accountability Office, which in­ves­ti­gates fed­eral pro­grams, dis­cov­ered break­downs in the process, find­ing that agency re­views some­times were lack­ing in qual­ity. Despite miss­ing de­tails, FedRAMP went on to au­tho­rize many of these pack­ages. Acknowledging these short­com­ings, FedRAMP be­gan to take a harder look at new pack­ages, a for­mer re­viewer said.

This was the en­vi­ron­ment in which Microsoft’s GCC High ap­pli­ca­tion en­tered the pipeline. The name GCC High was an um­brella cov­er­ing many ser­vices and fea­tures within Office 365 that all needed to be re­viewed. FedRAMP re­view­ers quickly no­ticed key ma­te­r­ial was miss­ing.

The team homed in on what it viewed as a fun­da­men­tal doc­u­ment called a data flow di­a­gram,” for­mer mem­bers told ProPublica. The il­lus­tra­tion is sup­posed to show how data trav­els from Point A to Point B — and, more im­por­tantly, how it’s pro­tected as it hops from server to server. FedRAMP re­quires data to be en­crypted while in tran­sit to en­sure that sen­si­tive ma­te­ri­als are pro­tected even if they’re in­ter­cepted by hack­ers.

But when the FedRAMP team asked Microsoft to pro­duce the di­a­grams show­ing how such en­cryp­tion would hap­pen for each ser­vice in GCC High, the com­pany balked, say­ing the re­quest was too chal­leng­ing. So the re­view­ers sug­gested start­ing with just Exchange Online, the pop­u­lar email plat­form.

This was our lit­mus test to say, This is­n’t the only thing that’s re­quired, but if you’re not do­ing this, we are not even close yet,’” said one re­viewer who spoke on con­di­tion of anonymity be­cause they were not au­tho­rized to dis­cuss in­ter­nal mat­ters. Once they reached the ap­pro­pri­ate level of de­tail, they would move from Exchange to other ser­vices within GCC High.

It was the kind of de­tail that other ma­jor cloud providers such as Amazon and Google rou­tinely pro­vided, mem­bers of the FedRAMP team told ProPublica. Yet Microsoft took months to re­spond. When it did, the for­mer re­viewer said, it sub­mit­ted a white pa­per that dis­cussed GCC High’s en­cryp­tion strat­egy but left out the de­tails of where on the jour­ney data ac­tu­ally be­comes en­crypted and de­crypted — so FedRAMP could­n’t as­sess that it was be­ing done prop­erly.

A Microsoft spokesper­son ac­knowl­edged that the com­pany had articulated a chal­lenge re­lated to il­lus­trat­ing the vol­ume of in­for­ma­tion be­ing re­quested in di­a­gram form” but found al­ter­nate ways to share that in­for­ma­tion.”

Rogers, who was hired by Microsoft in 2025, de­clined to be in­ter­viewed. In re­sponse to emailed ques­tions, the com­pany pro­vided a state­ment say­ing that she stands by the rig­or­ous eval­u­a­tion that con­tributed to” her au­tho­riza­tion of GCC High. A spokesper­son said there was absolutely no con­nec­tion” be­tween her hir­ing and the de­ci­sions in the GCC High process, and that she and the com­pany com­plied with all rules, reg­u­la­tions, and eth­i­cal stan­dards.”

The Justice Department de­clined to re­spond to writ­ten ques­tions from ProPublica.

As 2020 came to a close, a na­tional se­cu­rity cri­sis hit Washington that un­der­scored the con­se­quences of cy­ber weak­ness. Russian state-spon­sored hack­ers had been qui­etly work­ing their way through fed­eral com­puter sys­tems for much of the year and vac­u­um­ing up sen­si­tive data and emails from U. S. agen­cies — in­clud­ing the Justice Department.

At the time, most of the blame fell on a Texas-based com­pany called SolarWinds, whose soft­ware pro­vided hack­ers their ini­tial open­ing and whose name be­came syn­ony­mous with the at­tack. But, as ProPublica has re­ported, the Russians lever­aged that open­ing to ex­ploit a long-stand­ing weak­ness in a Microsoft prod­uct — one that the com­pany had re­fused to fix for years, de­spite re­peated warn­ings from one of its en­gi­neers. Microsoft has de­fended its de­ci­sion not to ad­dress the flaw, say­ing that it re­ceived multiple re­views” and that the com­pany weighs a va­ri­ety of fac­tors when mak­ing se­cu­rity de­ci­sions.

In the af­ter­math, the Biden ad­min­is­tra­tion took steps to bol­ster the na­tion’s cy­ber­se­cu­rity. Among them, the Justice Department an­nounced a cy­ber-fraud ini­tia­tive in 2021 to crack down on com­pa­nies and in­di­vid­u­als that put U. S. in­for­ma­tion or sys­tems at risk by know­ingly pro­vid­ing de­fi­cient cy­ber­se­cu­rity prod­ucts or ser­vices, know­ingly mis­rep­re­sent­ing their cy­ber­se­cu­rity prac­tices or pro­to­cols, or know­ingly vi­o­lat­ing oblig­a­tions to mon­i­tor and re­port cy­ber­se­cu­rity in­ci­dents and breaches.”

Deputy Attorney General Lisa Monaco said the de­part­ment would use the False Claims Act to pur­sue gov­ern­ment con­trac­tors when they fail to fol­low re­quired cy­ber­se­cu­rity stan­dards — be­cause we know that puts all of us at risk.”

But if Microsoft felt any pres­sure from the SolarWinds at­tack or from the Justice Department’s an­nounce­ment, it did­n’t man­i­fest in the FedRAMP talks, ac­cord­ing to for­mer mem­bers of the FedRAMP team.

The dis­course be­tween FedRAMP and Microsoft fell into a pat­tern. The par­ties would meet. Months would go by. Microsoft would re­turn with a re­sponse that FedRAMP deemed in­com­plete or ir­rel­e­vant. To bol­ster the chances of get­ting the in­for­ma­tion it wanted, the FedRAMP team pro­vided Microsoft with a tem­plate, de­scrib­ing the level of de­tail it ex­pected. But the di­a­grams Microsoft re­turned never met those ex­pec­ta­tions.

We never got past Exchange,” one for­mer re­viewer said. We never got that level of de­tail. We had no vis­i­bil­ity in­side.”

In an in­ter­view with ProPublica, John Bergin, the Microsoft of­fi­cial who be­came the gov­ern­men­t’s main con­tact, ac­knowl­edged the pro­longed back-and-forth but blamed FedRAMP, equat­ing its re­quests for di­a­grams to a rock fetch­ing ex­er­cise.”

We were maybe in­com­pe­tent in how we drew draw­ings be­cause there was no stan­dard to draw them to,” he said. Did we not do it ex­actly how they wanted? Absolutely. There was al­ways some­thing miss­ing be­cause there was no stan­dard.”

A Microsoft spokesper­son said with­out such a stan­dard, cloud providers were left to in­ter­pret the level of ab­strac­tion and rep­re­sen­ta­tion on their own,” cre­at­ing inconsistency and con­fu­sion, not an un­will­ing­ness to be trans­par­ent.”

But even Microsoft’s own en­gi­neers had strug­gled over the years to map the ar­chi­tec­ture of its prod­ucts, ac­cord­ing to two peo­ple in­volved in build­ing cloud ser­vices used by fed­eral cus­tomers. At is­sue, ac­cord­ing to peo­ple fa­mil­iar with Microsoft’s tech­nol­ogy, was the decades-old code of its legacy soft­ware, which the com­pany used in build­ing its cloud ser­vices.

One FedRAMP re­viewer com­pared it to a pile of spaghetti pies.” The data’s path from Point A to Point B, the per­son said, was like trav­el­ing from Washington to New York with de­tours by bus, ferry and air­plane rather than just tak­ing a quick ride on Amtrak. And each one of those de­tours rep­re­sents an op­por­tu­nity for a hi­jack­ing if the data is­n’t prop­erly en­crypted.

Other ma­jor cloud providers such as Amazon and Google built their sys­tems from the ground up, said Sager, the for­mer NSA com­puter sci­en­tist, who worked with all three com­pa­nies dur­ing his time in gov­ern­ment.

Microsoft’s sys­tem is not de­signed for this kind of iso­la­tion of secure’ from not se­cure,’” Sager said.

A Microsoft spokesper­son ac­knowl­edged the com­pany faces a unique chal­lenge but main­tained that its cloud prod­ucts meet fed­eral se­cu­rity re­quire­ments.

Unlike providers that started later with a nar­rower prod­uct scope, Microsoft op­er­ates one of the broad­est en­ter­prise and gov­ern­ment plat­forms in the world, sup­port­ing con­ti­nu­ity for mil­lions of cus­tomers while si­mul­ta­ne­ously mod­ern­iz­ing at scale,” the spokesper­son said in emailed re­sponses. That com­plex­ity is not spaghetti,’ but it does mean the work of dis­en­tan­gling, iso­lat­ing, and hard­en­ing sys­tems is con­tin­u­ous.”

The spokesper­son said that since 2023, Microsoft has made security‑first ar­chi­tec­tural re­design, legacy risk re­duc­tion, and stronger iso­la­tion guar­an­tees a top, com­pany‑wide pri­or­ity.”

The FedRAMP team was not the only party with reser­va­tions about GCC High. Microsoft’s third-party as­sess­ment or­ga­ni­za­tions also ex­pressed con­cerns.

The firms are sup­posed to be in­de­pen­dent but are hired and paid by the com­pany be­ing as­sessed. Acknowledging the po­ten­tial for con­flicts of in­ter­est, FedRAMP has en­cour­aged the as­sess­ment firms to con­fi­den­tially back-chan­nel to its re­view­ers any neg­a­tive feed­back that they were un­will­ing to bring di­rectly to their clients or re­flect in of­fi­cial re­ports.

In 2020, two third-party as­ses­sors hired by Microsoft, Coalfire and Kratos, did just that. They told FedRAMP that they were un­able to get the full pic­ture of GCC High, a for­mer FedRAMP re­viewer told ProPublica.

Coalfire and Kratos both read­ily ad­mit­ted that it was dif­fi­cult to im­pos­si­ble to get the in­for­ma­tion re­quired out of Microsoft to prop­erly do a suf­fi­cient as­sess­ment,” the re­viewer told ProPublica.

The back chan­nel helped sur­face cy­ber­se­cu­rity is­sues that oth­er­wise might never have been known to the gov­ern­ment, peo­ple who have worked with and for FedRAMP told ProPublica. At the same time, they ac­knowl­edged its ex­is­tence un­der­mined the very spirit and in­tent of hav­ing in­de­pen­dent as­ses­sors.

A spokesper­son for Coalfire, the firm that ini­tially han­dled the GCC High as­sess­ment, re­quested writ­ten ques­tions from ProPublica, then de­clined to re­spond.

A spokesper­son for Kratos, which re­placed Coalfire as the GCC High as­ses­sor, de­clined an in­ter­view re­quest. In an emailed re­sponse to writ­ten ques­tions, the spokesper­son said the com­pany stands by its of­fi­cial as­sess­ment and rec­om­men­da­tion of GCC High and absolutely re­futes” that it ever would sign off on a prod­uct we were un­able to fully vet.” The com­pany has open and frank con­ver­sa­tions” with all cus­tomers, in­clud­ing Microsoft, which submitted all req­ui­site di­a­grams to meet FedRAMP-defined re­quire­ments,” the spokesper­son said.

Kratos said it spent ex­ten­sive time work­ing col­lab­o­ra­tively with FedRAMP in their re­view” and does not con­sider such dis­cus­sions to be backchanneling.”

FedRAMP, how­ever, was dis­sat­is­fied with Kratos’ on­go­ing work and be­lieved the firm should be push­ing back” on Microsoft more, the for­mer re­viewer said. It placed Kratos on a corrective ac­tion plan,” which could even­tu­ally re­sult in loss of ac­cred­i­ta­tion. The com­pany said it did not agree with FedRAMP’s ac­tion but pro­vided additional train­ings for some in­ter­nal as­ses­sors” in re­sponse to it.

The Microsoft spokesper­son told ProPublica the com­pany has always been re­spon­sive to re­quests” from Kratos and FedRAMP. We are not aware of any backchan­nel­ing, nor do we be­lieve that backchan­nel­ing would have been nec­es­sary given our trans­parency and co­op­er­a­tion with au­di­tor re­quests,” the spokesper­son said.

In re­sponse to ques­tions from ProPublica about the process, the GSA said in an email that FedRAMP’s sys­tem does not cre­ate an in­her­ent con­flict of in­ter­est for pro­fes­sional au­di­tors who meet eth­i­cal and con­trac­tual per­for­mance ex­pec­ta­tions.”

GSA did not re­spond to ques­tions about back-chan­nel­ing but said the correct process” is for a third-party as­ses­sor to state these prob­lems for­mally in a find­ing dur­ing the se­cu­rity as­sess­ment so that the cloud ser­vice provider has an op­por­tu­nity to fix the is­sue.”

The back-and-forth be­tween the FedRAMP re­view­ers and Microsoft’s team went on for years with lit­tle progress. Then, in the sum­mer of 2023, the pro­gram’s in­terim di­rec­tor, Brian Conrad, got a call from the White House that would al­ter the course of the re­view.

Chinese state-spon­sored hack­ers had in­fil­trated GCC, the lower-cost ver­sion of Microsoft’s gov­ern­ment cloud, and stolen data and emails from the com­merce sec­re­tary, the U. S. am­bas­sador to China and other high-rank­ing gov­ern­ment of­fi­cials. In the af­ter­math, Chris DeRusha, the White House’s chief in­for­ma­tion se­cu­rity of­fi­cer, wanted a brief­ing from FedRAMP, which had au­tho­rized GCC.

The de­ci­sion pre­dated Conrad’s tenure, but he told ProPublica that he left the con­ver­sa­tion with sev­eral take­aways. First, FedRAMP must hold all cloud providers — in­clud­ing Microsoft — to the same stan­dards. Second, he had the back­ing of the White House in stand­ing firm. Finally, FedRAMP would feel the po­lit­i­cal heat if any cloud ser­vice with a FedRAMP au­tho­riza­tion were hacked.

DeRusha con­firmed Conrad’s ac­count of the phone call but de­clined to com­ment fur­ther.

Within months, Conrad in­formed Microsoft that FedRAMP was end­ing the en­gage­ment on GCC High.

After three years of col­lab­o­ra­tion with the Microsoft team, we still lack vis­i­bil­ity into the se­cu­rity gaps be­cause there are un­knowns that Microsoft has failed to ad­dress,” Conrad wrote in an October 2023 email. This, he added, was not for FedRAMP’s lack of try­ing. Staffers had spent 480 hours of re­view time, had con­ducted 18 technical deep dive” ses­sions and had nu­mer­ous email ex­changes with the com­pany over the years. Yet they still lacked the data flow di­a­grams, cru­cial in­for­ma­tion since vis­i­bil­ity into the en­cryp­tion sta­tus of all data flows and stores is so im­por­tant,” he wrote.

If Microsoft still wanted FedRAMP au­tho­riza­tion, Conrad wrote, it would need to start over.

A FedRAMP re­viewer, ex­plain­ing the de­ci­sion to the Justice Department, said the team was not ask­ing for any­thing above and be­yond what we’ve asked from every other” cloud ser­vice provider, ac­cord­ing to meet­ing min­utes re­viewed by ProPublica. But the re­quest was par­tic­u­larly jus­ti­fied in Microsoft’s case, the re­viewer told the Justice of­fi­cials, be­cause each time we’ve ac­tu­ally been able to get vis­i­bil­ity into a black box, we’ve un­cov­ered an is­sue.”

We can’t even quan­tify the un­knowns, which makes us very un­com­fort­able,” the re­viewer said, ac­cord­ing to the min­utes.

Microsoft was fu­ri­ous. Failing to ob­tain au­tho­riza­tion and start­ing the process over would sig­nal to the mar­ket that some­thing was wrong with GCC High. Customers were al­ready con­fused and con­cerned about the drawn-out re­view, which had be­come a hot topic in an on­line fo­rum used by gov­ern­ment and tech­nol­ogy in­sid­ers. There, Wakeman, the Microsoft cy­ber­se­cu­rity ar­chi­tect, de­flected blame, say­ing the gov­ern­ment had been dragging their feet on it for years now.”

Meanwhile, to build sup­port for Microsoft’s case, Bergin, the com­pa­ny’s point per­son for FedRAMP and a for­mer Army of­fi­cial, reached out to gov­ern­ment lead­ers, in­clud­ing one from the Justice Department.

The Justice of­fi­cial, who spoke on con­di­tion of anonymity be­cause they were not au­tho­rized to dis­cuss the mat­ter, said Bergin com­plained that the de­lay was ham­per­ing Microsoft’s abil­ity to get this out into the mar­ket full sail.” Bergin then pushed the Justice Department to throw around our weight” to help se­cure FedRAMP au­tho­riza­tion, the of­fi­cial said.

That December, as the par­ties gath­ered to hash things out at GSAs Washington head­quar­ters, Justice did just that. Rogers, who by then had been pro­moted to the de­part­men­t’s chief in­for­ma­tion of­fi­cer, sat be­side Bergin — on the op­po­site side of the table from Conrad, the FedRAMP di­rec­tor.

Rogers and her Justice col­leagues had a stake in the out­come. Since au­tho­riz­ing and de­ploy­ing GCC High, she had re­ceived ac­co­lades for her work mod­ern­iz­ing the de­part­men­t’s IT and cy­ber­se­cu­rity. But with­out FedRAMP’s stamp of ap­proval, she would be the gov­ern­ment of­fi­cial left hold­ing the bag if GCC High were in­volved in a se­ri­ous hack. At the same time, the Justice Department could­n’t eas­ily back out of us­ing GCC High be­cause once a tech­nol­ogy is widely de­ployed, pulling the plug can be costly and tech­ni­cally chal­leng­ing. And from its per­spec­tive, the cloud was an im­prove­ment over the old gov­ern­ment-run data cen­ters.

Shortly af­ter the meet­ing kicked off, Bergin in­ter­rupted a FedRAMP re­viewer who had been pre­sent­ing PowerPoint slides. He said the Justice Department and third-party as­ses­sor had al­ready re­viewed GCC High, ac­cord­ing to meet­ing min­utes. FedRAMP should es­sen­tially just ac­cept” their find­ings, he said.

Then, in a shock to the FedRAMP team, Rogers backed him up and went on to crit­i­cize FedRAMP’s work, ac­cord­ing to two at­ten­dees.

In its state­ment, Microsoft said Rogers main­tains that FedRAMP’s ap­proach was mis­guided and im­prop­erly dis­missed the ex­ten­sive eval­u­a­tions per­formed by DOJ per­son­nel.”

Bergin did not dis­pute the ac­count, telling ProPublica that he had been try­ing to ar­gue that it is the purview of third-party as­ses­sors such as Kratos — not FedRAMP — to eval­u­ate the se­cu­rity of cloud prod­ucts. And be­cause FedRAMP must ap­prove the third-party as­sess­ment firms, the pro­gram should have taken its is­sues up with Kratos.

When you are the reg­u­la­tory agency who de­ter­mines who the au­di­tors are and you refuse to ac­cept your au­di­tors’ an­swers, that’s not a me’ prob­lem,” Bergin told ProPublica.

The GSA did not re­spond to ques­tions about the meet­ing. The Justice Department de­clined to com­ment.

If there was any doubt about the role of FedRAMP, the White House is­sued a mem­o­ran­dum in the sum­mer of 2024 that out­lined its views. FedRAMP, it said, must be ca­pa­ble of con­duct­ing rig­or­ous re­views” and re­quir­ing cloud providers to rapidly mit­i­gate weak­nesses in their se­cu­rity ar­chi­tec­ture.” The of­fice should consistently as­sess and val­i­date cloud providers’ com­plex ar­chi­tec­tures and en­cryp­tion schemes.”

But by that point, GCC High had spread to other fed­eral agen­cies, with the Justice Department’s au­tho­riza­tion serv­ing as a sig­nal that the tech­nol­ogy met fed­eral stan­dards.

It also spread to the de­fense sec­tor, since the Pentagon re­quired that cloud prod­ucts used by its con­trac­tors meet FedRAMP stan­dards. While it did not have FedRAMP au­tho­riza­tion, Microsoft mar­keted GCC High as meet­ing the re­quire­ments, sell­ing it to com­pa­nies such as Boeing that re­search, de­velop and main­tain mil­i­tary weapons sys­tems.

But with the FedRAMP au­tho­riza­tion up in the air, some con­trac­tors be­gan to worry that by us­ing GCC High, they were out of com­pli­ance. That could threaten their con­tracts, which, in turn, could im­pact Defense Department op­er­a­tions. Pentagon of­fi­cials called FedRAMP to in­quire about the au­tho­riza­tion stale­mate.

FBI is buying location data to track US citizens, director confirms

The FBI has re­sumed pur­chas­ing reams of Americans’ data and lo­ca­tion his­to­ries to aid fed­eral in­ves­ti­ga­tions, the agen­cy’s di­rec­tor, Kash Patel, tes­ti­fied to law­mak­ers on Wednesday.

This is the first time since 2023 that the FBI has con­firmed it was buy­ing ac­cess to peo­ple’s data col­lected from data bro­kers, who source much of their in­for­ma­tion — in­clud­ing lo­ca­tion data — from or­di­nary con­sumer phone apps and games, per Politico. At the time, then-FBI di­rec­tor Christopher Wray told sen­a­tors that the agency had bought ac­cess to peo­ple’s lo­ca­tion data in the past but that it was not ac­tively pur­chas­ing it.

When asked by U. S. Senator Ron Wyden, Democrat of Oregon, if the FBI would com­mit to not buy­ing Americans’ lo­ca­tion data, Patel said that the agency uses all tools … to do our mis­sion.”

We do pur­chase com­mer­cially avail­able in­for­ma­tion that is con­sis­tent with the Constitution and the laws un­der the Electronic Communications Privacy Act — and it has led to some valu­able in­tel­li­gence for us,” Patel tes­ti­fied Wednesday.

Wyden said buy­ing in­for­ma­tion on Americans with­out ob­tain­ing a war­rant was an outrageous end-run around the Fourth Amendment,” re­fer­ring to the con­sti­tu­tional law that pro­tects peo­ple in America from de­vice searches and data seizures.

When reached by TechCrunch, a spokesper­son for the FBI de­clined to com­ment be­yond Patel’s re­marks, and did not pro­vide an­swers to ques­tions about the agen­cy’s pur­chase of com­mer­cial data, in­clud­ing how of­ten the FBI ob­tained lo­ca­tion data and from which bro­kers.

Government agen­cies typ­i­cally have to con­vince a judge to au­tho­rize a search war­rant based on some ev­i­dence of a crime be­fore they can de­mand pri­vate in­for­ma­tion about a per­son from a tech or phone com­pany. But in re­cent years, U. S. agen­cies have skirted this le­gal step by pur­chas­ing com­mer­cially avail­able data from com­pa­nies that amass large amounts of peo­ple’s lo­ca­tion data orig­i­nally de­rived from phone apps or other com­mer­cial track­ing tech­nol­ogy.

For ex­am­ple, U. S. Customs and Border Protection pur­chased a tranche of data sourced from real-time bid­ding, or RTB, ser­vices, ac­cord­ing to a doc­u­ment ob­tained by 404 Media. These tech­nolo­gies are cen­tral to the mo­bile and web ad­ver­tis­ing in­dus­try, and they col­lect in­for­ma­tion such as lo­ca­tion and other iden­ti­fi­able data used to tar­get peo­ple view­ing ads. Surveillance firms can ob­serve this process and gather in­for­ma­tion about a user’s lo­ca­tion, and then po­ten­tially sell that data to bro­kers or fed­eral agen­cies look­ing to cir­cum­vent the war­rant process.

The FBI claims it does not need a war­rant to use this in­for­ma­tion for fed­eral in­ves­ti­ga­tions; though this le­gal the­ory has not yet been tested in court.

Last week, Wyden and sev­eral other law­mak­ers in­tro­duced a bi­par­ti­san, bi­cam­eral bill called the Government Surveillance Reform Act, which among other things would re­quire a court-au­tho­rized war­rant be­fore fed­eral agen­cies can buy Americans’ in­for­ma­tion from data bro­kers.

A sufficiently detailed spec is code

For a long time I did­n’t need a post like the one I’m about to write. If some­one brought up the idea of gen­er­at­ing code from spec­i­fi­ca­tions I’d share the above im­age with them and that would usu­ally do the trick.

However, agen­tic cod­ing ad­vo­cates claim to have found a way to defy grav­ity and gen­er­ate code purely from spec­i­fi­ca­tion doc­u­ments. Moreover, they’ve also mud­died the wa­ters enough that I be­lieve the above comic strip war­rants ad­di­tional com­men­tary for why their claims are mis­lead­ing.

In my ex­pe­ri­ence their ad­vo­cacy is rooted in two com­mon mis­con­cep­tions:

Misconception 1: spec­i­fi­ca­tion doc­u­ments are sim­pler than the cor­re­spond­ing code

They lean on this mis­con­cep­tion when mar­ket­ing agen­tic cod­ing to be­liev­ers who think of agen­tic cod­ing as the next gen­er­a­tion of out­sourc­ing. They dream of en­gi­neers be­ing turned into man­agers who au­thor spec­i­fi­ca­tion doc­u­ments which they farm out to a team of agents to do the work, which only works if it’s cheaper to spec­ify the work than to do the work.

Misconception 2: spec­i­fi­ca­tion work must be more thought­ful than cod­ing work

They lean on this mis­con­cep­tion when mar­ket­ing agen­tic cod­ing to skep­tics con­cerned that agen­tic cod­ing will pro­duce un­main­tain­able slop. The ar­gu­ment is that fil­ter­ing the work through a spec­i­fi­ca­tion doc­u­ment will im­prove qual­ity and pro­mote bet­ter en­gi­neer­ing prac­tices.

I’ll break down why I be­lieve those are mis­con­cep­tions us­ing a con­crete ex­am­ple.

I’ll be­gin from OpenAI’s Symphony

pro­ject, which OpenAI her­alds as as an ex­am­ple of how to gen­er­ate a pro­ject from a spec­i­fi­ca­tion doc­u­ment.

The Symphony pro­ject is an agent or­ches­tra­tor that claims to be gen­er­ated from a specification” (SPEC.md), and I say specification” in quotes be­cause this file is less of a spec­i­fi­ca­tion and more like pseudocode in mark­down form. If you scratch the sur­face of the doc­u­ment you’ll find it con­tains things like prose dumps of the data­base schema:

turn_­count (integer)

Number of cod­ing-agent turns started within the cur­rent worker life­time.

The run­time counts is­sues by their cur­rent tracked state in the run­ning map.

Cancel any ex­ist­ing retry timer for the same is­sue.

Normal con­tin­u­a­tion re­tries af­ter a clean worker exit use a short fixed de­lay of 1000 ms.

Power is capped by the con­fig­ured max retry back­off (default 300000 / 5m).

If found and still can­di­date-el­i­gi­ble:

Dispatch if slots are avail­able.

Otherwise re­queue with er­ror no avail­able or­ches­tra­tor slots.

If found but no longer ac­tive, re­lease claim.

I feel like it’s pretty disin­gen­u­ous for agen­tic cod­ing ad­vo­cates to mar­ket this as a sub­sti­tute for code when the spec­i­fi­ca­tion doc­u­ment reads like code (or in some cases is lit­er­ally code).

Don’t get me wrong: I’m not say­ing that spec­i­fi­ca­tion doc­u­ments should never in­clude pseudocode or a ref­er­ence im­ple­men­ta­tion; those are both fairly com­mon in spec­i­fi­ca­tion work. However, you can’t claim that spec­i­fi­ca­tion doc­u­ments are a sub­sti­tute for code when they read like code.

I bring this up be­cause I be­lieve Symphony il­lus­trates the first mis­con­cep­tion well:

Misconception 1: spec­i­fi­ca­tion doc­u­ments are sim­pler than the cor­re­spond­ing code

If you try to make a spec­i­fi­ca­tion doc­u­ment pre­cise enough to re­li­ably gen­er­ate a work­ing im­ple­men­ta­tion you must nec­es­sar­ily con­tort the doc­u­ment into code

or some­thing strongly re­sem­bling code (like highly struc­tured and for­mal English).

Dijkstra ex­plains why this is in­evitable:

We know in the mean­time that the choice of an in­ter­face is not just a di­vi­sion of (a fixed amount of) labour, be­cause the work in­volved in co-op­er­at­ing and com­mu­ni­cat­ing across the in­ter­face has to be added. We know in the mean­time —from sober­ing ex­pe­ri­ence, I may add— that a change of in­ter­face can eas­ily in­crease at both sides of the fence the amount of work to be done (even dras­ti­cally so). Hence the in­creased pref­er­ence for what are now called narrow in­ter­faces”. Therefore, al­though chang­ing to com­mu­ni­ca­tion be­tween ma­chine and man con­ducted in the lat­ter’s na­tive tongue would greatly in­crease the ma­chine’s bur­den, we have to chal­lenge the as­sump­tion that this would sim­plify man’s life.

A short look at the his­tory of math­e­mat­ics shows how jus­ti­fied this chal­lenge is. Greek math­e­mat­ics got stuck be­cause it re­mained a ver­bal, pic­to­r­ial ac­tiv­ity, Moslem algebra”, af­ter a timid at­tempt at sym­bol­ism, died when it re­turned to the rhetoric style, and the mod­ern civ­i­lized world could only emerge —for bet­ter or for worse— when Western Europe could free it­self from the fet­ters of me­dieval scholas­ti­cism —a vain at­tempt at ver­bal pre­ci­sion!— thanks to the care­fully, or at least con­sciously de­signed for­mal sym­bol­isms that we owe to peo­ple like Vieta, Descartes, Leibniz, and (later) Boole.

Agentic coders are learn­ing the hard way that you can’t es­cape the narrow in­ter­faces” (read: code) that en­gi­neer­ing la­bor re­quires; you can only trans­mute that la­bor into some­thing su­per­fi­cially dif­fer­ent which still de­mands the same pre­ci­sion.

Also, gen­er­at­ing code from spec­i­fi­ca­tions does­n’t even re­li­ably work! I ac­tu­ally tried to do what the Symphony

README

sug­gested:

I asked Claude Code to build Symphony in a pro­gram­ming lan­guage of my choice (Haskell2, if you could­n’t guess from the name of my blog) and it did not work. You can find the re­sult in my

Not only were there mul­ti­ple bugs (which I had to prompt Claude to fix and you can find those fixes in the com­mit his­tory), but even when things worked” (meaning: no er­ror mes­sages) the codex agent just spun silently with­out mak­ing any progress on the fol­low­ing sam­ple Linear ticket:

No need to cre­ate a GitHub pro­ject. Just cre­ate a blank git repos­i­tory

In other words, Symphony’s vain at­tempt at ver­bal pre­ci­sion” (to use Dijkstra’s words) still fails to re­li­ably gen­er­ate a work­ing im­ple­men­ta­tion3.

This prob­lem also is­n’t lim­ited to Symphony: we see this same prob­lem even for well-known spec­i­fi­ca­tions like YAML. The

YAML spec­i­fi­ca­tion is ex­tremely de­tailed, widely used, and in­cludes a

con­for­mance test suite and the vast ma­jor­ity of YAML im­ple­men­ta­tions still do not con­form fully to the spec.

Symphony could try to fix the flak­i­ness by ex­pand­ing the spec­i­fi­ca­tion but it’s al­ready pretty long, clock­ing in at 1/6 the size of the in­cluded Elixir

im­ple­men­ta­tion! If the spec­i­fi­ca­tion were to grow any fur­ther they would re­ca­pit­u­late Borges’s On Exactitude in Science” short story:

…In that Empire, the Art of Cartography at­tained such Perfection that the map of a sin­gle Province oc­cu­pied the en­tirety of a City, and the map of the Empire, the en­tirety of a Province. In time, those Unconscionable Maps no longer sat­is­fied, and the Cartographers Guilds struck a Map of the Empire whose size was that of the Empire, and which co­in­cided point for point with it. The fol­low­ing Generations, who were not so fond of the Study of Cartography as their Forebears had been, saw that that vast Map was Useless, and not with­out some Pitilessness was it, that they de­liv­ered it up to the Inclemencies of Sun and Winters. Specification work is sup­posed to be harder than cod­ing. Typically the rea­son we write spec­i­fi­ca­tion doc­u­ments be­fore do­ing the work is to en­cour­age view­ing the pro­ject through a con­tem­pla­tive and crit­i­cal lens, be­cause once cod­ing be­gins we switch gears and be­come dri­ven with a bias to ac­tion.

So then why do I say that this is a mis­con­cep­tion:

Misconception 2: spec­i­fi­ca­tion work must be more thought­ful than cod­ing work

The prob­lem is that this sort of thought­ful­ness is no longer some­thing we can take for granted thanks to the in­dus­try push to re­duce and de­value la­bor at tech com­pa­nies. When you be­gin from the premise of I told peo­ple spec­i­fi­ca­tion work should be eas­ier than cod­ing” then you set your­self up to fail. There is no way that you can do the dif­fi­cult and un­com­fort­able work that spec­i­fi­ca­tion writ­ing re­quires if you op­ti­mize for de­liv­ery speed. That’s how you get some­thing like the Symphony specification” that looks su­per­fi­cially like a spec­i­fi­ca­tion doc­u­ment but then falls apart un­der closer scrutiny.

In fact, the Symphony spec­i­fi­ca­tion reads as AI-written slop.

Section 10.5

is a par­tic­u­larly egre­gious ex­am­ple of the slop I’m talk­ing about, such as this ex­cerpt:

Purpose: ex­e­cute a raw GraphQL query or mu­ta­tion against Linear us­ing Symphony’s con­fig­ured tracker auth for the cur­rent ses­sion.

Availability: only mean­ing­ful when tracker.kind == linear” and valid Linear auth is con­fig­ured.

query must con­tain ex­actly one GraphQL op­er­a­tion.

vari­ables is op­tional and, when pre­sent, must be a JSON ob­ject.

If the pro­vided doc­u­ment con­tains mul­ti­ple op­er­a­tions, re­ject the tool call as in­valid in­put.

op­er­a­tionName se­lec­tion is in­ten­tion­ally out of scope for this ex­ten­sion.

Reuse the con­fig­ured Linear end­point and auth from the ac­tive Symphony work­flow/​run­time con­fig; do not re­quire the cod­ing agent to read raw to­kens from disk.

in­valid in­put, miss­ing auth, or trans­port fail­ure -> suc­cess=false with an er­ror pay­load

Return the GraphQL re­sponse or er­ror pay­load as struc­tured tool out­put that the model can in­spect in-ses­sion.

That is a grab bag of specification-shaped” sen­tences that reads like an agen­t’s work prod­uct: lack­ing co­her­ence, pur­pose, or un­der­stand­ing of the big­ger pic­ture.

A spec­i­fi­ca­tion doc­u­ment like this must nec­es­sar­ily be slop, even if it were au­thored by a hu­man, be­cause they’re op­ti­miz­ing for de­liv­ery time rather than co­her­ence or clar­ity. In the cur­rent en­gi­neer­ing cli­mate we can no longer take for granted that spec­i­fi­ca­tions are the prod­uct of care­ful thought and de­lib­er­a­tion.

Specifications were never meant to be time-sav­ing de­vices. If you are op­ti­miz­ing for de­liv­ery time then you are likely bet­ter off au­thor­ing the code di­rectly rather than go­ing through an in­ter­me­di­ate spec­i­fi­ca­tion doc­u­ment.

More gen­er­ally, the prin­ci­ple of garbage in, garbage out” ap­plies here. There is no world where you in­put a doc­u­ment lack­ing clar­ity and de­tail and get a cod­ing agent to re­li­ably fill in that miss­ing clar­ity and de­tail. Coding agents are not mind read­ers and even if they were there is­n’t much they can do if your own thoughts are con­fused.

Death to Scroll Fade!

This post pur­pose­fully ig­nores the re­duced mo­tion pref­er­ence to give every­one the same truly ter­ri­ble ex­pe­ri­ence. I am sorry. Please use your browser’s reader mode.

Scroll fade is that oh so won­der­ful web de­sign ex­pe­ri­ence where el­e­ments fade in as they scroll into view. Often with a bit of trans­form on the Y-axis.

If you’re read­ing this via RSS you’ve been spared.

Done sub­tly and in mod­er­a­tion scroll fade can look fine†. Alas and to my dis­may, sub­tlety is not a virtue of scroll fade pro­po­nents. Nor is tim­ing. I’ve built too many web­sites that got al­most to the fin­ish line be­fore I was hit with a generic scroll fade re­quest. Fade what? Everything! Make every­thing fade into view! It’s too sta­tic, you know? Make it pop!

It’s usu­ally an hith­erto shadow stake­holder mak­ing the de­mand. The stake­holder to rule all stake­hold­ers. No pro­ject is al­lowed to run per­fectly smooth un­der their last minute gaze. Perhaps if I were to or­ches­trate a few mi­nor slip-ups early in de­vel­op­ment, the web dev gods would go easy on me and forgo the fi­nal boss?

Good grief do I find generic scroll fade tacky! It’s an­noy­ing as f — both as a user and de­vel­oper. I don’t want to talk about the JavaScript I’ve bodged to make it hap­pen.

Rarely do I see scroll fade de­signed with any pur­pose or va­ri­ety. 1s opac­ity tran­si­tion with a 100px trans­form — ac­tu­ally, can you make it slower? It only ever looks re­motely de­cent if the user scrolls down at a con­stant snail’s pace.

I try to dis­suade the scroll fade. My protests are heard and ig­nored. It’s not an ar­gu­ment that can be won on sub­jec­tiv­ity. The client pays to win on those terms.

I asked so­cial me­dia for bet­ter ammo and good ob­jec­tions were made.

Accessibility is a real con­cern. But get­ting any­one to care about ac­ces­si­bil­ity is a chal­lenge by it­self. Multiple peo­ple noted vestibu­lar dis­or­ders. We have prefers-re­duced-mo­tion to save the most vul­ner­a­ble. I wish mo­tion was opt-in, not opt-out.

I’d like to see a prefers-tacky me­dia query. I vol­un­teer to be an ar­biter of taste.

Cognitive over­load” was men­tioned along­side the over­all dis­trac­tive na­ture of scroll fade. It was noted that sites are of­ten built on Apple de­vices (guilty), and the ef­fect on Windows, Linux, and Android be­haves poorly.

This raises the im­por­tant ques­tion: does a pro­ject have time and bud­get to test with real users? Test per­for­mance. Test us­abil­ity. Are users still able to per­form tasks? Has the bounce rate in­creased? If you’re not will­ing to test don’t take the risk.

By the way, my re­cent scroll-fade-all-the-things script utilised Scott Jehl’s tech­nique: For Your Convenience, This CSS Will Self-Destruct” — a clever way to pro­tect against rea­sons JavaScript won’t be avail­able.

Perhaps the most ef­fec­tive ar­gu­ment against scroll fade is the neg­a­tive im­pact on core web vi­tals. Surely it de­stroys Largest Contentful Paint (LCP)? I’m too lazy to col­lect test data for this post but sites I’ve checked in the past have had abysmal LCP.

Does SEO still mat­ter any­more? I heard Google is serv­ing slop now. Maybe the long play is to write a blog post at­tempt­ing to shame the prac­tice out of vogue? Add some key­words to game SEO and then bait and switch.

Seriously, don’t do it

Or like, say they made it il­le­gal be­cause nona­ge­nar­i­ans don’t have time for such non­sense? Sorry I’ve lost track. This was sup­posed to be a se­ri­ous post. Scroll fade is not a quick win” that can be tacked onto the end of a front-end build. It takes a lot of ef­fort. Who is will­ing to ad­e­quately test it? You have to plan this stuff from day one. Plan the en­tire web­site ar­chi­tec­ture around it. Or just say NO! Death to scroll fade!

This dataset con­tains the com­plete Hacker News archive: every story, com­ment, Ask HN, Show HN, job post­ing, and poll ever sub­mit­ted to the site. Hacker News is one of the longest-run­ning and most in­flu­en­tial tech­nol­ogy com­mu­ni­ties on the in­ter­net, op­er­ated by Y Combinator since 2007. It has be­come the de facto gath­er­ing place for founders, en­gi­neers, re­searchers, and tech­nol­o­gists to share and dis­cuss what mat­ters in tech­nol­ogy.

The archive cur­rently spans from 2006-10 to 2026-03-16 23:55 UTC, with 47,363,169 items com­mit­ted. New items are fetched every 5 min­utes and com­mit­ted di­rectly as in­di­vid­ual Parquet files through an au­to­mated live pipeline, so the dataset stays cur­rent with the site it­self.

We be­lieve this is one of the most com­plete and reg­u­larly up­dated mir­rors of Hacker News data avail­able on Hugging Face. The data is stored as monthly Parquet files sorted by item ID, mak­ing it straight­for­ward to query with DuckDB, load with the datasets li­brary, or process with any tool that reads Parquet.

The dataset is or­ga­nized as one Parquet file per cal­en­dar month, plus 5-minute live files for to­day’s ac­tiv­ity. Every 5 min­utes, new items are fetched from the source and com­mit­ted di­rectly as a sin­gle Parquet block. At mid­night UTC, the en­tire cur­rent month is refetched from the source as a sin­gle au­thor­i­ta­tive Parquet file, and to­day’s in­di­vid­ual 5-minute blocks are re­moved from the to­day/ di­rec­tory.

AI Coding is Gambling

I’ve been cod­ing a lot with AI since November, when we all no­ticed it got re­ally good. And it is quite good for in­stantly gen­er­at­ing some­thing that looks half de­cent. Impressive even, un­til you look closer. The ac­tual de­tails, the in­di­vid­ual parts that make a sys­tem are still a chal­lenge.

But I’m not here to re­view a cod­ing agent or nit­pick it’s out­put. Nor will I ex­pound on how I left Claude code run­ning for 8 days and have a 8+ year port­fo­lio of pro­jects build up, all of which sound to­tally im­pres­sive, com­plete and good. I’m here to talk about feel­ings, a life well lived and a nur­tured soul.

Getting your­self in a state where any change to your en­tire code­base is triv­ial to make is in­tox­i­cat­ing. Previously we’ve been bur­dened by our own cog­ni­tion and lazi­ness. We’d see a to do ticket and have to weight how much work it’s gonna take. Weather this will need lots of look­ing up, re­search, read­ing code we for­got about and try­ing to un­der­stand or re­con­nect to our think­ing, di­vided by months or years.

But now ei­ther the AI can han­dle it or it can pre­tend to han­dle it. Frankly it’s pre­tend­ing both times, but of­ten it’s enough to get the re­sult we need. Giving us a vaguely plau­si­ble but of­ten sur­pris­ingly wrong.

But this does­n’t re­ally re­sem­ble cod­ing. An act that re­quires a lot of think­ing and writ­ing long de­tailed code. Both parts are tech­ni­cally here, but the first is­n’t es­sen­tial (you can eas­ily of­fload it to the AI) and the sec­ond can be min­i­mal.

But it does per­fectly map onto the tech in­dus­tries fa­vorite me­chanic, Gambling! It’s just gam­bling, just pulling a slot ma­chine with a cus­tom mes­sage. We’ve been pulling to re­fresh for years and hav­ing more and more of the econ­omy re­sem­ble gam­bling by the day. Now we turned the in­fin­ity ma­chine, the truly general in­tel­li­gence” into a gam­bling ma­chine. Great job!

But this ex­plains why it’s so pre­pos­ter­ously ad­dict­ing to so many peo­ple. I won’t de­cry the ben­e­fits or be scared for my job. You re­ally gotta know what you’re do­ing to get what you want, have it work right and not be filled with holes. Nor will I be ex­plain­ing how much more work AI gives us. I’ll just ex­plore a sim­pler prob­lem. It sucks.

I di­vide my tasks into good for the soul and bad for it. Coding gen­er­ally goes into good for the soul, even when I do it poorly. Gathering in­spi­ra­tion for what I should to is in the same cat­e­gory. I love find­ing what other peo­ple have made, how I can in­te­grate, re­fine or it­er­ate to suit my needs. Having the in­fi­nite pla­gia­rism ma­chine makes it that much eas­ier.

But it robs me of the part that’s best for the soul. Figuring out how this works for me, find­ing the clever fix or con­ver­sion and get­ting it work­ing. My job went from con­nect­ing these two things be­ing the hard and re­ward part, to just mop­ping up how poorly they’ve been con­nected.

It’s deeply un­sat­is­fy­ing and while I have plenty of peo­ple to blame, the fix rests on me. To avoid my own lazi­ness and ac­tu­ally in­ter­act with my code more. Use the meth­ods I’ve been hon­ing for years, for find­ing in­spi­ra­tion and clev­er­ness on the in­ter­net. Don’t just de­fault and be con­fined to the in­fi­nite ma­chine.

I am not your av­er­age de­vel­oper. I’ve never worked on large teams and I’ve barely started a pro­ject from scratch. The in­ter­net is filled with code and ideas, most of it freely avail­able for you to fork and change.

My job has in­cluded work­ing in small teams and even be­ing the sole de­vel­oper, so I’ve got­ten quite clever at reusing code, min­i­miz­ing it and op­ti­miz­ing it. But I’m not just a de­vel­oper, I’m mostly a de­signer. So should­n’t I be happy AI has made me a bet­ter de­vel­oper?

I ques­tion if it has. It cer­tainly has made me more con­fi­dent in try­ing new frame­works and get­ting out of my com­fort zone. I’ve cer­tainly been spend­ing more time cod­ing. But is it be­cause it’s mak­ing me more ef­fi­cient and smarter or is it be­cause I’m just gam­bling on what I want to see? Am I just pulling the lever un­til I reach jack­pot?

NVIDIA/NemoClaw: NVIDIA plugin for secure installation of OpenClaw

NVIDIA NemoClaw is an open source stack that sim­pli­fies run­ning OpenClaw al­ways-on as­sis­tants safely. It in­stalls the NVIDIA OpenShell run­time, part of NVIDIA Agent Toolkit, a se­cure en­vi­ron­ment for run­ning au­tonomous agents, with in­fer­ence routed through NVIDIA cloud.

NemoClaw is early-stage. Expect rough edges. We are build­ing to­ward pro­duc­tion-ready sand­box or­ches­tra­tion, but the start­ing point is get­ting your own en­vi­ron­ment up and run­ning. Interfaces, APIs, and be­hav­ior may change with­out no­tice as we it­er­ate on the de­sign. The pro­ject is shared to gather feed­back and en­able early ex­per­i­men­ta­tion, but it should not yet be con­sid­ered pro­duc­tion-ready. We wel­come is­sues and dis­cus­sion from the com­mu­nity while the pro­ject evolves.

Follow these steps to get started with NemoClaw and your first sand­boxed OpenClaw agent.

Check the pre­req­ui­sites be­fore you start to en­sure you have the nec­es­sary soft­ware and hard­ware to run NemoClaw.

The sand­box im­age is ap­prox­i­mately 2.4 GB com­pressed. During im­age push, the Docker dae­mon, k3s, and the OpenShell gate­way run along­side the ex­port pipeline, which buffers de­com­pressed lay­ers in mem­ory. On ma­chines with less than 8 GB of RAM, this com­bined us­age can trig­ger the OOM killer. If you can­not add mem­ory, con­fig­ur­ing at least 8 GB of swap can work around the is­sue at the cost of slower per­for­mance.

Download and run the in­staller script. The script in­stalls Node.js if it is not al­ready pre­sent, then runs the guided on­board wiz­ard to cre­ate a sand­box, con­fig­ure in­fer­ence, and ap­ply se­cu­rity poli­cies.

If you use nvm or fnm to man­age Node.js, the in­staller may not up­date your cur­rent shel­l’s PATH. If nemo­claw is not found af­ter in­stall, run source ~/.bashrc (or source ~/.zshrc for zsh) or open a new ter­mi­nal.

When the in­stall com­pletes, a sum­mary con­firms the run­ning en­vi­ron­ment:

Connect to the sand­box, then chat with the agent through the TUI or the CLI.

The OpenClaw TUI opens an in­ter­ac­tive chat in­ter­face. Type a mes­sage and press Enter to send it to the agent:

NemoClaw in­stalls the NVIDIA OpenShell run­time and Nemotron mod­els, then uses a ver­sioned blue­print to cre­ate a sand­boxed en­vi­ron­ment where every net­work re­quest, file ac­cess, and in­fer­ence call is gov­erned by de­clar­a­tive pol­icy. The nemo­claw CLI or­ches­trates the full stack: OpenShell gate­way, sand­box, in­fer­ence provider, and net­work pol­icy.

The blue­print life­cy­cle fol­lows four stages: re­solve the ar­ti­fact, ver­ify its di­gest, plan the re­sources, and ap­ply through the OpenShell CLI.

When some­thing goes wrong, er­rors may orig­i­nate from ei­ther NemoClaw or the OpenShell layer un­der­neath. Run nemo­claw for NemoClaw-level health and open­shell sand­box list to check the un­der­ly­ing sand­box state.

Inference re­quests from the agent never leave the sand­box di­rectly. OpenShell in­ter­cepts every call and routes it to the NVIDIA cloud provider.

Get an API key from build.nvidia.com. The nemo­claw on­board com­mand prompts for this key dur­ing setup.

Local in­fer­ence op­tions such as Ollama and vLLM are still ex­per­i­men­tal. On ma­cOS, they also de­pend on OpenShell host-rout­ing sup­port in ad­di­tion to the lo­cal ser­vice it­self be­ing reach­able on the host.

The sand­box starts with a strict base­line pol­icy that con­trols net­work egress and filesys­tem ac­cess:

When the agent tries to reach an un­listed host, OpenShell blocks the re­quest and sur­faces it in the TUI for op­er­a­tor ap­proval.

Run these on the host to set up, con­nect to, and man­age sand­boxes.

Run these in­side the OpenClaw CLI. These com­mands are un­der ac­tive de­vel­op­ment and may not all be func­tional yet.
